I believe the word government is out of scope since it does not clearly identify anything in the context of a Public Administration (i.e., every PA is a "government" or it's operating in the "government" sphere).
As such, I propose to remove the government word from the list of scopes.

Yes, seems like a good idea.

I'm a bit curious if there are any uses for splitting the semantics from PA, as the non-political civil service and the Government, as the political organization. But that is just a sideways related interest.
