Benefits:

easy for developers to find and include the reference implementation
visibility
publish apidocs on javadoc.io (which may somewhat obviate the need for Generate visual display of OM #17 )

pom changes seem to have broken the travis build

Done! We now get javadocs for free http://www.javadoc.io/doc/org.phenopackets/phenopackets-api
