Accept translations

The Pencil2D software is available in many language, but it occurred to me today that we do not have multilingual support for pencil2d.org. I think this is a really important thing to help develop adoption of Pencil2D in non-English communities. This issue is then two-fold: first we need to add support for other languages to the website code and then we need to locate people to help actually translate the content (perhaps from our existing translators on Transifex?). There may be some Jekyll plugin to help with this, I do not know.

I'd like to offer the translation of Chinese. I did a lot of location contribution on the Jenkins project.
