Publishing PWMetrics in GitHub Package Registry

Currently, we are able to publish PWMetrics in the scope of GitHub Package Registry, I'd like to hear from folks if everyone is ok with that.

I found interesting note in docs:

GitHub Package Registry only supports scoped NPM packages

I think we shouldn't publish in in GitHub Registry, for now, to not confuse users.
