Handle Daily Webcam images

We take a lot of webcam images. I'm not sure we want to save them for any reason at this point. I think we should convert them to a timelapse video for the day (which ends up being < 10 MB) and then delete all the images.

The webcam module should be able to detect what day it is for folder creation, so if creating a new folder, just run the timelapse feature.
