Improve Allstar's Scorecard

Allstar currently has an OpenSSF Scorecard of 6.2.
Some of that is related to this having primarily been a single-maintainer project (until its inclusion as an OpenSSF Scorecard project, ref: ossf/scorecard#4073), so it will resolve over time.

The rest of the pending issues should actively be addressed.
