Issues by user is reset when OSM username is modified #415

Hi,

I recently change my OSM username (I make it shorter) and this reset my Osmose issues.
with my last username, my previous osmose issues
with my actual username, a few detected issues
I thought this was going to update, but nothing happen except some "to map" issues (the violets).

Users are supported by name and not id in the database.

The incremental update make int long to fully remove the user name.
