CI/CD throws error Chocolatey timed out waiting for the command to finish

I am look for a way to troubleshoot testing a chocolatey package when using a CI/CD pipeline. Only the CI/CD pipeline throws the Chocolatey timed out waiting for the command to finish error.

Admin powershell the installer with the proper silent options works as expected

 .\statistical_plus_setup.exe /S /v"/qn"

Admin powershell and choco install works as expected

choco install -dv -s . statistiCAL

CI/CD fails with a timed out error
