Make debug overlay accessible through OS menus

It would be helpful to be able to call up the debug overlay via a system menu so that more people can actually find it. On Mac this should be relatively nice because the menus aren't attached to the window...on Windows though this is kind of sad because the menus will look terrible up there. Maybe we can have them only appear when you press Alt?
