[META] Adding workloads for semantic search #354

This repo is missing workloads for semantic search. As this is large area I propose we start adding workloads incrementally to cover different aspects of semantic search: neural search, hybrid search, encoders, mutlimodal search, rerankers etc.

Following are individual items needed for semantic search:
