Other projects in the OpenSearch project have a RELEASING.md file.

Data Prepper has the instructions in a different location.

Describe the solution you'd like

Move the instructions to RELEASING.md and update for the new release process underway in #2122.

Describe alternatives you've considered (Optional)

Move the file now, but we are in the process of updating the release process, so I'll just do it all at once.
