This issue was raised by Lawrence McDaniel here: https://discuss.openedx.org/t/how-to-move-through-tutor-versions-part-ii/9574

It's difficult to figure out which version of Tutor should be installed for which version of Open edX. Users basically have to search the tutor changelog to find this information, which is inconvenient.

Instead, we should add a version compatibility chart to the Tutor docs.
