At present dump sbe collection invokes p10_extract_sbe_rc hwp to put the sbe to debug mode, rather we could put the sbe to debug mode by setting the cfam register.

need to check more with dhruv on this and work, also captureFFDC calls sberchandler which will also call p10_extract_sbe_rc
