Is the requested change related to a problem?

Commanders can't determine when something has been locked. This would alleviate concerns commanders where just willy-nilly unlocking everything.

Describe the solution you'd like.

We would need to push probably the UTC lock time when a user locks a vehicle, then the server would need to send it out and have it displayed on the tooltip.
