Github's CODEOWNERS file can be used to automate tagging the Reviewers group for PR approval. Regular contributors can't request reviewers, so I think we should add this file to cover that gap. This will hopefully help prevent the docs repo from getting neglected and PRs going stale.

After further investigation, there's already a CODEOWNERS file, and it's quite in-depth. Further investigation will be necessary to see what exactly (if anything) needs changed.
