Reassess arbitrary usage of Affine and Projective coordinates

We're using Affine and Projective representations for curve points very arbitrarily. In general, we'd want to use Affine representation in APIs (since it's more concise and every point has only one possible representation), and Projective internally (since it's more efficient, at the expense of an extra coordinate).
