There are times when there isn't a File 3 in the input deck. For example, see Test60 in the NJOY2016 set of tests. In this test, the input deck has no MF=3, but RECONR still creates MF=3/MT=5 (and others). It seems the Legacy RECONR creates MF=3 from MF=8 and MF=10 data.

With Test60, there is MF=23 which is valid, just that modern RECONR can't handle that right now.
