As I see the links are already in the released Makefile.PL https://metacpan.org/source/TANIGUCHI/Number-ZipCode-JP-0.20201031/Makefile.PL but they are not in the META.json https://metacpan.org/source/TANIGUCHI/Number-ZipCode-JP-0.20201031/META.json

Maybe it is becasue the META.json is committed to git?

Usually I exclude META.json from git as it is a generated file. I also exclude MANIFEST and use the make manifest to update it during release.
