Add a high-level interface for writing Github actions

Add a simple contract (either from https://github.com/nickel-lang/json-schema-to-nickel or handwritten) to define the shape of GitHub action workflows and hook that into the file generation mechanism to provide an easy way to generate GitHub actions from Nickel.
