[Bug]: Language is shown based on region instead of display language in Windows in 3.14 #7229

Bug description

I have my Windows display language set to "English (United States)" and my regional format set to "Norwegian (Bokmål)". Before 3.14, Nextcloud was correctly displayed in English, but in 3.14 it's displayed in Norwegian.

Steps to reproduce

In the Windows settings panel, go to "Time & Language", then set a non-English region in "Region" and an English display language in "Language. It should end up looking something like this in "Language":

Then open up Nextcloud and observe that it's displayed in the language defined by the region and not the display language.

Expected behavior

Nextcloud should use the display language to decide which language to show.

Tried it now, it has the same issue unfortunately.
