A sensor can be configured so that its readings are not transmitted over the radio to the cloud repository.
It may still be collected and written to the uSD.
One method of this is have sensors UUID config as "notused" - and then the sensor should not be included in the transmission.
The use case for this is that some servers ( MonitorMyWatershed.org) are charging by the data point collected - as due to the architecture its expensive
