Split out Hoboken + JC

Hoboken launched in May 2021, but there's still just 2 regions in the dashboard: "NYC" and "JC" (includes Hoboken). I think it makes sense to an "NJ" checkbox with sub-boxes for JC and Hoboken.

Attributing rides to NYC xor "JC" has been easy because they're basically disjoint systems. Lots of rides now presumably start in JC and end in Hoboken, and vice versa. Assuming approximately equal numbers go each direction, I should just be able to just attribute rides solely to their starting or ending region, but that's worth exploring. I want to do some per-station viz, cf. #23, that this may also dovetail with.
