Setup a package bootstrapping system

We need a package bootstrap system, in a separate repo that would allow us to inject our GPG key to the OS and then allow to download packages from our own repo in internet.

Also it is worth noting that we need at least basic, very basic package 📦 set that would allow us to boot right through to the OS before we go with any further development. We want to dog food as soon as possible.
