Update related Autopush Data storage and management routines to correctly store and manage message tracking information.

This should persist a trackable bool field.

(Note this is soft-blocked by https://mozilla-hub.atlassian.net/browse/SYNC-4323, however if the trackable field is presumed, then work can be done in parallel with a later merge depending on which branch is completed first.)
