Contextual Links L-space hidden not working #280

The issue is:

I didn't want to bug you with this, but this mystery is not solving for me. What could be causing the hidden Contextual Links to show up without hovering on the icon (see the image below)?

Where (url)

  • /admin/...
    All the pages. I have Eleven as the default theme on the site.

Modules Installed:

(just the important ones)
This is a new Drupal 8 sandbox site with no contributed module installed.
