Eliminate internal ref tag when writing controls

When running delta or format controls (using toRuby from control.ts), the ref tag gets added that is not informative for the user.

For example:
Using Red Hat 7 V3 R10 STIG to update the Red Hat 7 profile, each control has:
ref: 'DPMS Target Red Hat Enterprise Linux 7'

Found in this area of the xml guidance document:
<reference><dc:title>DPMS Target Red Hat Enterprise Linux 7</dc:title><dc:publisher>

Desired Result:
There should not be a ref tag like this printing in each control.
