Automatic start schedule standup meeting on irc #42

Due to certain task people are busy sometime so there is a high chance to start the standup meeting on our schedule time (3PM IST) manually.

It would be great if this can be automated i mean on working days it should start at 3 PM IST and ends max 3:15 PM IST if nobody respond.

There are two options for implementing this, one is to use https://github.com/Gandi/hubot-cron-events with 0 0 15 ? * MON,TUE,WED,THU,FRI * as the cron and write an event listener that will start the standup.

Although, I presume, we might not want to start the standup someday and it might send unnecessary pings on the IRC.

We can also use a message scheduler like https://github.com/matsukaz/hubot-schedule to send a reminder on the IRC to start the standup.

Which would be the better option?
