Singularity section is a mess and needs cleanup.

I think users would benefit from a more concise (and up to date) instructions on Singularity use.
I feel the examples are too "involved" and don't address the fundamental aspects of singularity.

Also it might be good to acknowledge podman and restrictions to it's use in the current state of the infrastructure.
