"On Start" comments become workspace comments when switching blocks -> javascript -> blocks #5954

If you put a comment on the "On Start" block, then switch to javascript & make a change, and then switch back to blocks, the comment will become a workspace comment.

If you have actual code in On Start, then it goes to the first block in that code. This is not a regression.
