Teacher tool: sound threshold block does not appear in checklist criteria

Describe the bug
Sound threshold does not appear in the block list when creating a [block] used [count] times criteria.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://makecode.microbit.org/beta--eval
2. Click on Checklist
3. Click on [block] used [count] times
4. Look for sound threshold block and see that it doesn't exist. Note: there is a sound level but that doesn't work for threshold.

I just wanted to add a bit more insight here. It looks like this is a problem for blocks categories that have a "more" section. The blocks in that "more" do not show up in the blocks category in the teacher tool. So there are blocks missing in the following blocks categories:

• Input
• Led
• Radio
• Game
• Pins
• Serial
• Control
