Integrate with (Gnosis) Safes!

Question: should we be indexing (some, all?) Safes, and their members and proposals? It's really unclear how we should approach this though.

Alternately, we need to commission a Safe app to facilitate daoURI registration. That's a non-trivial thing. We originally talked to dOrg about possibility commissioning this for between 10-20k.

Alternately, we first commission a quick report to study the viability / strategy for a Safe integration.

The Safe’s DAO* registration (i.e. initiating a proposal on the Safe to deploy a DAO* registration contract) is out of scope, though this could constitute follow-up work to develop a Safe or Zodiac app that makes it easy to deploy a DAO* registration contract.
