While the Rebol Server has a need for administrative controls as an Android app, I imagine that when you run the .APK people downloaded it would be better to launch into a full screen browser window, with no URL bar:

The browser could hopefully communicate with the server to say something like "server-config", which would trigger a panel for controlling it if you needed to.
