Order of land in transition subclasses

Suggestion to reorder the 'land in transition' categories (1.4.0, 2.8.0, 3.9.0) by descending likelihood of the land leaving that category in future, so

1.4.1 - Land undergoing rehabilitation
1.4.2 - Unused land

2.8.1 - Land undergoing rehabilitation
2.8.2 - Unused degraded land
2.8.3 - Abandoned land
2.8.4 - No defined use

3.9.1 Brownfield development
3.9.2 Greenfield development
3.9.3 Vacant land (maybe rename to unused for consistency with similar classes in 1 and 2)

At least the 2.8.4 'dunno' category should be last on the list within 2.8.0.
