A few pages in public does not load if the stripe keys are not set. It would be useful if it was possible to view all pages without being required to have the stripe keys set. This mainly prevents others from quickly testing makeradmin.

Slightly improved this in 0ec7a8b by giving an error if Stripe configuration is missing.
