lowlevel_policy是训练出来的吧;输入应该是目标高度、目标速度及目标朝向;功能是控制飞机到指定目标高度、目标速度及目标朝向;这里确实是输出action,只是输入不是当前敌我飞机的相对态势,输入是经过highlevel_policy的输出
