lowlevel_policy是训练出来的吧；输入应该是目标高度、目标速度及目标朝向；功能是控制飞机到指定目标高度、目标速度及目标朝向；这里确实是输出action,只是输入不是当前敌我飞机的相对态势，输入是经过highlevel_policy的输出
