idevicerestore keeps failing at 9.9%

I've somehow bricked my iphone 7 on restore mode and I'm trying to use idevicerestore to download the ios15.8 signed firmware that I got from ipsw.me but it keeps failing at 9.9%. Here is the output with verbose enabled:
