Remove usage of github action to install scarb on macos runner in CI #401

The deps makefile target already installs scarb using it's installation script. While this works locally, it doesn't work well for the macos runner in the CI so the action was added to quickly solve this problem.
We should investigate why the installation is not working for the macos runner and remove the usage of the action.
