Describe your issue

This issue is enabling by default the ISTIO DNS proxy, which will add value for dns resolution with zero downside. The only benefit would be to profit from ISTIO DNS features.

Steps to reproduce the issue

1. Creating a service Entry object will not add dns entry to service mesh as by default the dns proxying is disabled
