conda-ikernel-install conda package

Add conda-ikernel-install python package to be install to conda envs (python and R for now) for registering conda environments using exec-wrappers (can use %CONDA_DEFAULT_ENV%). conda-ikernel-install py <arguments_to_pass>

But first check if jupyter-lab bacame smarter and now doesn't require activation wrappers.
