Investigate separating irods.data_object_manager upload progress bars into a module

Follow up to #574.

The implementation presented in #578 integrates the progress bars directly with the irods.data_object_manager module. This is fine because it is only used in this context, currently. It could be useful for other purposes in the future (and for testing) if it was carved out into its own separate module.
