Add docker-compose.yml for local archiver process

Add a variation of this docker-compose.yml to the project to allow running a firesquid archiver locally for additonal testing (other than using public archiver graphql endpoints).

Consider adding well-named service(s) to the root directory’s docker-compose.yml file. Otherwise, add to a subdirectory.

Update README with instructions on how to use it.
