Can't restart guardian with signed Data Access (seq = 1)

Reproduce:

• Create a mediafil with the death star in it:

• Create a Data Access to share the file without Terms

Guardian does not fail, but just stops progressing, deadlock?

NOTE: When letting the Guardian run, it will be successfully add the newly signed revision of the Data Access to the state and make it effective. But if the state is build from scratch it fails.
