Re-incorporate delete functionality into scheduler #56

The scheduler refactor removed the functionality to delete results automatically. This hasn't been useful for rover/regmod yet, it might be helpful for swimr and weave eventually. When necessary, add deletion tasks to the weave/swimr applications with the correct dependency on the appropriate collect_results task
