Require storeTripHistory for POST-ing MonitoredTrips

POST MonitoredTrips: should the corresponding OtpUser have consented to storeTripHistory in order for the operation to succeed? (req 1.9.3)

Observed behavior

POST-ing a MonitoredTrip succeeds regardless of the value for storeTripHistory for the corresponding OtpUser.

Expected behavior

Should storeTripHistory be true for the operation to complete, and should the operation return 403 forbidden if not?
