GitHub Actions - Intermittent Failures with: "Error: Resource not accessible by integration"

1. This is NOT urgent.
2. It also might be one of those issues that figures itself out in a few days (happened before, specifically with this error too - I'm guessing sometimes we just see the results of brownouts in the GH/Azure datacenters).
3. I'm opening this issue to document the problem just in case it turns out to be something related to the enterprise plan migration that Ry mentioned on the TOC call this week.
4. If the problem is still present a week from now then maybe it will warrant some more attention.
5. The error pops up in random different jobs: some of them are our own test executions, but right now I just saw it in a CodeQL which is GitHub's own action and has been otherwise rock solid for years.
