[Bug]: Rename "latest" wheels

What happened?

A recent change to the versioning scheme for HDMF resulted in a side effect where the wheel that is uploaded to the "latest" release tag is renamed with the short commit hash. This results in many wheels instead of a single "latest" wheel. We should delete the other wheels before uploading a new one.
