建议提供一个维护者准则文档，用于向社区透明 Halo 开源的运作方式，包括但不限于：

版本发布流程相关，比如版本发布节奏，版本维护周期。
依赖更新，比如 patch 版本非特定情况不允许更新依赖。
PR 提交相关。
开源社区维护相关。

Milestone 约定：

目前提交的 PR 的 milestone 都先设置为 2.1.x
通过 cherrypick 过来的 PR 的 milestone 设置为 2.0.x
等我们发版的时候，将 milestone 2.0.x 中已经解决的 PR 或者 issue 都移动到 2.0.1
