What's wrong?

As part of our release process we always update Homebrew formulas. A bot should normally create a PR for homebrew-grafana automatically after a release tag is created in the Alloy repo. Then, a developer is meant to simply approve it and merge it. However, the PRs aren't being created lately. We need to investigate why, and to fix it.

Agent Flow seems to have a similar problem too.

Steps to reproduce

Creating a new release tag doesn't also create a PR in homebrew-grafana.
