I need to refresh browser to make the menu bar visible. #567

Does this issue occur when all extensions are disabled?: Yes

VS Code Version: 1.91.0
OS Version: ubuntu 22.04

Steps to Reproduce:

menu -> view -> appearance -> menu bar
You need to refresh your browser to see it

The menu bar is not visible by default,
but if you set the menu bar to be visible,
you must refresh the browser. It seems like a bug, please check.
