Legion Task Graph Colors

Goal: We would like the Legion Spy graphs to have useful colorings.

Underlying Issue: We re-use the same trampoline tasks for more or less all task launches right now, so they get the same id from Legion's perspective, hence the same color.

Proposed Solution: Maintain a registry of trampoline tasks that we can assign uniquely to functions.
